RWCLL uses a Replacement Player Pool in order to avoid forfeits when a team cannot field nine players. The Replacement Pool is most often used while players are away for Spring Break or school trips such as Outdoor Ed, but can be used anytime throughout the season. Managers and/or coaches may only request a replacement when a team has eight or fewer players, and may request enough players to roster up to ten players for a game. The Replacement Player pool shall operate as follows:
RWCLL’s Player Agent(s) will create and run the Replacement Player Pool by asking for player volunteers.
The Replacement Pool shall consist of volunteers from the same division or age appropriate players from a lower division, regardless of east/west sub-division. AA players are not allowed in the Replacement Pool for safety reasons.
Managers and/or coaches request Replacement Pool Players from the appropriate Player Agent.
The Player Agent(s) will use the pool of volunteers to assign players to teams that are short of players on a rotating basis.
Managers and/or coaches do not have the right to pick from the Replacement Pool. Managers and/or coaches may not recruit replacement players.
Replacement Pool players are not allowed to pitch.
Replacement Pool players must play nine consecutive defensive outs and bat at least once.
Players may not be “borrowed from an opponent. They must be assigned by the player agent.
Little League provided us with a few coaches manuals/practice plans that are very informative and will help you all in preparing and running practices. The manuals gives you weeks of practice plans that you can implement today.

GAME RULES
Number of Innings: Six (6) full innings. No inning starts after 75 minutes.
Roster Batting: All players on game roster bat.
Max # of Runs Per Inning: Five (5).
# of Outs Per Inning: Three (3).
Max # of Outfielders: Four (4).
Outfield Players: Need to be 10 feet onto turf outfield.
Catcher Each Inning: Yes.
Max # of Consecutive Innings at a Position: Two (2).
Number of Pitches: Seven (7) unless last fouled off. Batters are out after swing and miss on 3rd strike. A ball that is foul tipped into catcher’s glove for the 3rd strike will result in a batter being out.
Batted Ball That Strikes the Pitching Machine: Ball is dead and treated as a single.
Cones for the outfield: Clear the cones in air and ball is a home run. Balls through the cones on ground are a ground rule double.
Play Stoppage: Play is stopped when the “Pitcher” has control of the baseball with both feet in the pitching circle. (Updated Rule)
Next base advancement: If the runner is past the center line between bases when the pitcher controls the ball with both feet in the pitcher circle the player will advance to the next base. If the runner is before the center line they will return to previous base. Center line is located halfway between each base.
Ball Thrown Out of the Field of Play: Balls thrown out of the field of play or through the openings located at the backstop, 1B or 3B are dead balls and all runners advance one base.
No Infield Fly Rule
Feet first sliding is allowed
Obstruction: Runner shall be award the base when a defensive player blocks the base or baseline while not in possession of the ball.
Interference: Runner is out and play is dead.
RWCLL will try to provide umpires to games in the AA Division. If there is no umpire, the home team will provide a coach to Umpire the game.
Coaches on Field:
Defense: First five (5) games 1 (one) defensive coach allowed on the field. After that coaches are not allowed onthe field during the defensive side of the inning.
Offense: Only coaches in coaching boxes are allowed to coach the players on offense. No coaching allowed from the "Pitching Coach" to players on base paths during the inning.
Scorebooks: Please provide batting lineup to opponent prior to start of game. Scorebooks will be kept to verify maxnumber of runs and outs per inning only. Final scores are not tallied or reporting for regular season games.
Tournament Rules
Required # of Players: Must have at least eight (8) players at game time and throughout the game or else that team will lose by forfeit.
Players # of consecutive Innings at a position: Unlimited.
Max # of Runs per inning: Five (5), except last inning where runs are unlimited for both teams.
Extra Innings: If needed.
Umpires: One (1) base path umpire will be provided by RWCLL.
Scorebook: Each team will provide score keeping. Home team is official scorebook. Please provide batting lineup to opponent prior to start of game and meet every ½ inning to review scorebooks for accuracy.
Reporting of Scores: Report score after games to tournament coordinator.
